Emergency Management

The preservation of life and property is a fundamental responsibility of government at all levels. Conditions potentially leading to accidental or natural disasters, civil disorder and terrorist or enemy military attack are all inherent to the age in which we live. An inescapable function of government is to avoid or lessen the possible impact of these conditions by practical emergency planning and advance preparation.
The Office of Emergency Management has developed the City of Ennis, Texas Emergency Management Plan (EMP) to provide a framework within which government entities will respond to public emergencies. The EMP provides a unified command and control structure for the efforts of the City of Ennis emergency response operations to ensure a coordinated, comprehensive, and effective approach for responding to and reducing the impacts of a disaster. The plan outlines how the City of Ennis will work in a collaborative effort both internally and externally with our state, regional and Federal partners. The ultimate goal is to protect the public and respond efficiently and effectively to significant incidents that threaten life, property, and public safety.
The EMP design is based upon Division of Emergency Management (DEM) planning standards and is coordinated within the functional structure of the Federal Response Plan (FRP) with recognition that the full capabilities of the federal government may be needed to confront the total response requirement for some disasters. In those situations, should they arise, at state request, the response operations of the City of Ennis will be complemented by those of our federal counterparts in support of the City . It is also possible that our regional counterparts will be similarly impacted, directly or indirectly, and our plan considers regional cooperation as well.
The EMP has been designed to be the framework for coordinating the delivery of local, state, and federal assistance as needed. It is intended to assist the emergency response agencies working together, during times of emergency and natural disaster, to achieve the desired goal of providing community assistance in a timely, efficient, and consistent manner.
