The City of Ennis (population, 18,513) is a planned community that successfully manages its growth at a current rate of approximately 1.0% to 3.3% (180-610 persons) per year. This managed growth provides the combination of a high quality of life for our citizens while retaining the benefits of small town character and charm.

The City of Ennis' Comprehensive Plan is a long-range planning tool that is used by City staff, decision-makers, and citizens to direct growth and physical development of the community for the next twenty years and longer period of time. The Plan is a vision of what the City can become and is a long-range statement of public policy.

The primary objectives of the City's comprehensive plan are as follows:

The Comprehensive Plan for the City includes policies and recommendations relative to the development of various physical elements within the community such as transportation, land use, parks and recreation, and urban design. These aspects of the Plan are supported by a set of goals and objectives drawn from the desires and aspirations of the City's citizens and business leaders, and are intended to help the City of Ennis create an attractive living and working environment.

As a result of Ennis' success in managing its growth combined with the advantage of a superior location, the City of Ennis is the preferred industrial expansion site and residential locale for the Southern Tier of the Dallas/ Ft. Worth Metroplex.

Land Annexations

At the request of the owner, property which is not incorporated into the city limits of the City of Ennis may be annexed into the city provided that it is contiguous to (physically borders) the city limits.

The party or parties requesting the annexation of property by the City of Ennis must first perform the following preliminary procedures prior to the start of the actual annexation process.

1 Obtain, Complete, and Submit Application with Fees for Property Annexation (Development Application) to City of Ennis Inspection Department 24 Hours $200. Planning & Zoning Agenda Fee
2 Submit Plat Plans with Metes & Bounds Property Description Submitted with Application Form None.
3 Submit Letter of Intent with Explanation of the Purpose for Property Annexation into City of Ennis
(i.e. Residential, Commercial, Industrial).
Submitted with Application Form. None.

Property Annexations in Progress

Pursuant to section 43.0561 of the Texas Local Government Code, please be advised that the City Commission and the Planning & Zoning Commission of the City of Ennis, Texas will hold Public Hearings in the City Commission Chambers, located at 115 W. Brown Street, on the following dates:


         November 21, 2011 at 7:00 PM
         December 5, 2011 at 7:00 PM
         December 12, 2011 at 7:15 PM
         December 19, 2011 at 7:00 PM
         January 3, 2012 at 7:00 PM


The purpose of the Public Hearing is to consider the annexation of approximately 14.935 acres (all portions of said tract not currently in corporate limits) of land in part of the Thomas M. Rowe Survey, Abstract #893, being hereby known as being on the south side of Valek Rd. approximately 415 feet east of the 2400 block of S. IH45, Ellis County, Texas.
